Cenaiya Billups, a freshman at Howard University and the daughter of Portland Trail Blazers coach Chauncey Billups, finished third in the women's 400-meter hurdles on Friday at the USATF U20 Championships in a personal best time of 57.50 seconds at Hayward Field.
